Yet that farm runs on imported fertiliser, much of which has to pass a Strait of Hormuz largely shut since February. That was the blunt message of Nanasaheb Patil, IAS (Retd.), former Additional Chief Secretary (Agriculture), Maharashtra, at a round table in Pune on Monday, 5 October.

The round table, titled “October Dialogue: Changing global political economy”, was held at Semantic Technologies & Agritech Services Pvt. Patil spoke with a 137-slide presentation drawn from international financial dailies and IMF data.

October dialogue 5 Oct 26 Pune [Auto-saved]Download

A shaken world, read from three speeches

Patil asked the audience to read three speeches made that weekend together.

At the Kautilya Economic Conclave on 3 October, Finance Minister Nirmala Sitharaman said “private investment must now lead the cycle, including in research and innovation”. India spends 0.83% of GDP on research and development, against 2.7% in OECD economies. The private sector accounts for only 36% of it.

At the same conclave, Dr P.K. Mishra, Principal Secretary to the Prime Minister, said geography had returned to the centre of economic decisions. A blocked shipping route can move energy prices thousands of kilometres away.

A day later, at the Munich Leaders Meeting, External Affairs Minister S. Jaishankar said the United States “has deliberately become a lonelier power” while China rises. Competition, he said, has led to “a weaponization of any leverage that any country has”.

Patil read this as a sign of strained India–US ties. He pointed to the new US law, named after the late Senator Lindsey Graham and signed in September, which allows 100% tariffs on the five largest buyers of Russian energy. India, he said, is seen in Washington as playing both sides.

The train India missed

Patil’s central argument was that India missed the globalisation train in 1978, when China boarded it. India, his presentation noted, had not built a platform for the train to stop at.

Nations that grew rich in the last 150 years, he said, did so under leaders who gave direction: Lee Kuan Yew in Singapore, Park Chung-hee in South Korea, Deng Xiaoping in China. Even with Arjuna on the chariot, he said, a Krishna is still needed to steer it. None of them grew on the domestic market alone. Each built cities, ports and an export platform first, with cheap state credit behind chosen industries.

India did not build labour-intensive manufacturing to absorb surplus farm labour. Agriculture became, in his words, a “parking lot” for the young. Holdings shrank, incomes fell, and rain-dependent farming turned that into distress.

He also warned against comfort in growth rates. IMF figures in his presentation put China’s economy at about $20.85 trillion and India’s at about $4.15 trillion in 2026. On those bases, 3% growth adds roughly $625 billion a year to China. India’s 6–7% adds $250–290 billion.

The gaps he listed are structural:

No high-grade coal, little oil and gas, few rare earth minerals.

No potash or phosphate deposits, and too little gas to make urea.

A monsoon that now brings fewer rainy days, longer dry spells and more concentrated rain.

A young workforce educated, on average, up to the 8th standard, against the 12th in China and Vietnam.

Business houses that trade rather than invest in research.

Dependence on China has deepened. India’s trade deficit with China reached $112.1 billion in 2025-26, according to a study he cited. China now supplies 83.6% of India’s lithium-ion battery imports.

Fertiliser: the war reaches the farm

Patil called the shortage of fertilisers the biggest threat facing Indian agriculture. India has no phosphate or potash deposits of its own. Morocco alone, he said, holds about 60% of the world’s rock phosphate.

Urea, sulphur and ammonia plants are clustered around the Persian Gulf, and their cargo leaves through the Strait of Hormuz. His slides showed the scale of the choke point. Hormuz carries 27% of the world’s seaborne oil trade and 20% of its LNG trade. The Suez Canal handles 12–15% of global trade. When the Red Sea route is unsafe, ships go around Africa and freight costs jump.

The farm-level evidence came from three charts in his presentation:

Daily fertiliser exports from Gulf countries through Hormuz fell from as much as 200 kilotonnes to almost nothing after the Iran war began (CRU and Kpler data, charted by the Financial Times).

India was the world’s largest importer of both urea and ammonia in 2025, and the Middle East supplied a large part of each (Argus Media data).

Ammonia and urea plants across India reported full or partial closures in March 2026.

Patil said he sees no early end to the conflict around Iran. If fertiliser supply stays disrupted, he warned, India’s foodgrain production will suffer badly.

The monsoon adds a second risk. An El Niño formed in June 2026 and is expected to strengthen through the winter, according to the NOAA graphic he showed. Rainfall has already turned lopsided. Between 23 and 28 September, Maharashtra received 57.2% less rain than normal while Uttar Pradesh and Chhattisgarh received more than five times their normal, IMD data on his slide showed.

What farmers should do

If India cannot compete with China in factories, Patil argued, it has “hardly any choices” but to create jobs in farming and become a farm exporter to the world. Horticulture, dairy, poultry and animal husbandry are the sectors he named. Fast-growing cities, he said, are a ready market for milk, vegetables and fruit, provided cold storages and a cold chain are built near them.

Asked by a young entrepreneur working on the SMART project what farmers should do now, he gave four steps:

Move away from traditional seasonal crops such as jowar, bajra and soybean.

Shift to perennial, high-value orchards such as pomegranate and avocado. Farmers in the Junnar and Khed belt have already raised and sold avocado saplings, he said.

Take up protected cultivation on the edge of cities for crops with year-round demand: cucumber, coriander, fenugreek, capsicum and mushroom.

Expand dairy, goat and sheep rearing, and poultry. Mutton now sells at about ₹800 a kg, he noted.

He cited jackfruit as a missed opportunity. The Konkan agricultural university has developed sweet, high-quality varieties, yet they have not been multiplied or marketed. Farming, he said, must put processing and value addition first. An agri-entrepreneur in the audience said his group has set up more than 200 food-processing projects from Pune.

Ethanol, bank credit and a stalled grant

Three policy bottlenecks came up in the question-and-answer session.

Ethanol: Sugar mills were told to expand capacity to make ethanol from cane juice, and borrowed heavily to do so. The Centre has since allowed ethanol from broken rice. It is cheaper, so oil marketing companies have cut purchases of cane-based ethanol. Mills and cane growers are both in financial trouble as a result, Patil said.

Bank credit: A woman entrepreneur said banks take a negative view of farmer producer organisations (FPOs) and primary processing units, and that loan proposals stall. Patil said commercial bank managers avoid long-term farm loans because a default brings an inquiry on the manager. He suggested that the district central cooperative banks of Pune, Satara and Sangli co-finance such projects with NABARD. NABARD’s schemes, he added, do not reach farmer enterprises directly.

Start-up funds: Mr Nerkar, introduced by Patil as the designer of the Baramati AI farming model, now works on carbon credit and polyhouse projects in Palghar. He said his start-up was selected in 2023 under NITI Aayog’s Atal New India Challenge for a ₹1 crore grant, and that the money has not yet arrived. Private risk capital is not available either, he said. Patil replied that approvals come on paper and that funds move only with constant follow-up.

Ports, Konkan and skills

Neglect of ports and logistics has cost farm exports dearly, Patil said. He recalled that the Vadhavan port proposal first came up in 1995, when he was in the Chief Minister’s Secretariat, and stalled in the face of local political opposition.

The Mumbai–Goa highway has been incomplete for 18 years. If the Chiplun–Karad route were linked properly to Jaigad and Dighi ports, he said, grapes and pomegranates from Sangli and Tasgaon could go straight to the Gulf and Europe. Mango and cashew exports would gain too.

Tourism is another neglected sector. Government estimates put its share at 5.22% of GDP in 2023-24, supporting 84.6 million jobs. He sees large potential in the Konkan coast, in health tourism and in Panchakarma.

He pressed for skills for rural youth. ITIs and polytechnics still teach outdated courses. Village youth should be trained to maintain AI tools, drones, robots, electric vehicles and solar equipment, he said.

A call for an advocacy group

One participant said the administration does not listen. Patil advised against cynicism. Out of ten attempts, at least one initiative succeeds, he said.

He called for a dedicated advocacy group that would regularly place research-based articles and representations in newspapers. It would keep raising its voice on agriculture, water and the adoption of technology. Systems reform only under collective public pressure, he said in closing.

The numbers behind the talk

<table
